The Participation Act (since 2015) has replaced the Social Support and Income Act (WWB). In Rotterdam, this Act helps residents who cannot (fully) work with financial support and activation towards employment. The municipality of Rotterdam assesses your situation based on income, assets, age and employment capacity.

What does the Participation Act regulate in Rotterdam?

The Act provides temporary assistance to Rotterdam residents who have no other income. Objective: return to work as soon as possible through:

  • Social assistance benefit for those not receiving unemployment benefit (WW), disability insurance benefit (WIA) or state pension (AOW).
  • Participation benefit for people with work limitations who can work with assistance.
  • Activation programmes such as application coaching, retraining or job carousels with the municipality of Rotterdam.

The District Court Rotterdam (Wilhelminaplein 100-125) reviews decisions. Conditions:

Personal requirements

  • Age: 18+ (young people 18-27: first work/study obligation via Rotterdam youth assistance).
  • Place of residence: Registered in Rotterdam (BRP).
  • Work capacity:
    • Social assistance: <12 hours/week work possible.
    • Participation: part-time work with job coach.
  • No other benefits: No WW, WIA, AOW or partner maintenance (unless insufficient).

Financial requirements

  • Assets: Max. €7.575 (single) / €15.020 (together) per 1-1-2024.
  • Income: Gross earnings build-up up to €141/month (2024) without reduction; thereafter 100% offset.
  • Housing costs: Rotterdam rent/housing standards apply.
