Did you know that port workers on the Maasvlakte often wait weeks for their first WW benefit? From 1 July 2026, this will change due to the largest amendment to the Unemployment Benefits Act (Werkloosheidswet) in ten years. Less paperwork, faster payments and extra room to earn on the side. Below are the practical implications for employees and employers in the region.
Faster payment prevents problems for port personnel
Through direct linkage with payroll systems, the UWV will pay the first benefit within two weeks. This makes a huge difference for those who face daily traffic jams on the A15 or A20. Shipping employees no longer have to wait four to eight weeks for funds and thus avoid acute financial worries after dismissal.
Daily wage calculation simplified
The daily wage (dagloon), which forms the basis for the monthly benefit, will henceforth be calculated on the average of the last twelve months. Holiday allowance is included as standard, one-off bonuses are spread out and the maximum daily wage rises to € 287.50. Seasonal workers in the port no longer need to undergo a separate calculation. Simpler and more transparent.
Side earnings up to 40 per cent permitted
The old strict deduction disappears. Up to 40 per cent of the previous wage may be earned on the side without the entire benefit being lost. Only the excess is deducted. For part-time jobs in the Port of Rotterdam or international logistics, the threshold for returning to work becomes considerably lower.
Adjusted job-seeking obligation for older employees
Employees over 60 with thirty years of employment history need to apply for jobs less frequently. The UWV draws up a personal plan with the employee that allows room for coaching and retraining. This also applies to experienced port personnel seeking a new direction after years on the quayside.
Employment history still determines duration
The benefit duration remains between three and 24 months, depending on employment history. The culpability test (verwijtbaarheidstoets) in cases of summary dismissal (ontslag op staande voet) remains in force. Anyone who becomes unemployed through their own fault receives no benefit. The Rechtbank Rotterdam handles disputes in this regard.
Steps for employers in the region
- Check HR systems for compatibility with the new UWV linkage
- Have settlement agreements (vaststellingsovereenkomsten) reviewed by an employment lawyer
- Inform staff in good time about the new side-earnings rules
